ちょっと意訳してますが。

本ツールは、保護されたディスク上の情報の変更を許可しない。

・The tool shall not prevent obtaining any information from or about any
disk. 
>（ディスクから得られる情報を妨げてはならない）
本ツールは、ディスクに関する、もしくはディスク上の情報の取得を妨げない。

・The tool shall not prevent any changes to a disk that is not protected. 
>（保護されていないディスクへの変更は妨げない）
本ツールは、保護されていないディスクに対する情報の変更を妨げない。
