Mr. Gilmore, who is an activist civil libertarian, deliberately entered an
airport without an form of ID, then refused to produce ID when requested.
When he was then asked to undergo a more thorough screening, he refused that
as well. He was then arrested and removed from the airport.
Arrested for what? You already stated that there is no law requiring the
presentation of ID at an airport, only a law making it illegal to hijack a
plane.
Disobeying a rule designed to prevent an illegal act does not make you
guilty of said illegal act.
For example, some states have mandatory waiting periods before buying a
handgun in order to prevent someone from getting pissed off, buying a gun,
and shooting someone. If you attempt to bypass the waiting period, you
may be guilty of breaking a law, but not of attempted murder.
