This one is very hard to answer. From my experience, there are at
least 5 different models of the 8139 chips. Some will work well, and
some will give you a max throughput of around 9Kbps and can even
lockup under heavy load.
As a rule of thumb, I try to avoid that chip for servers.

I have heard both good and bad feedback on Fortinet products. You might
want to check the Focus-IDS mailing list at securityfocus. People there
might give you better pointers.
