I stand corrected, maybe it is a police action, like Vietnam, oh with the 
exception of its not Vietnam, and yes congress is just full of weaselhood, but 
they are well paid for their spineless in-action.

Said declaration of war happened when, exactly?

(And note - a resolution granting the President to take an action regarding an
enemy isn't a declaration of war.  It's a declaration of congressional 
weaselhood)
