eBay/PayPal policy is to have phishes reported to either spoof@xxxxxxxx 
or spoof@xxxxxxxxxxx

Spoof sites once confirmed are reported to relevant authority in 
addition to being incorporated into eBay toolbar which provides phishing 
protection.
