There is a IRCd that supports it natively, although there are many people, who argue that this IRCd is a bit lame and the choice of script kiddies.

It's probably worth mentioning SILC then. Although it resembles IRC, it isn't. There have been a plugin for irssi. I am not sure how up to date that one is.
