He's not talking about exploit code, just code that breaks technological
measures used to protect copyright and might therefore be subject to DMCA.
A decryption engine [of nearly any sort; ROT13, anyone?] usually falls
into that category.  Exploit code doesn't necessarily.  It's a stupid law,
but it is a law, and it's good that people be informed about how
ridiculous it is if they're not already.
